Dr. Charles E. Williams Jr., is a professional civil engineer with eighteen years of experience in private consulting, state, and municipal organizations. He came to the City of Jackson in May 2002, as a graduate civil engineer working in the Streets, Bridges and Drainage Division within the Public Works Department. In 2006, Dr. Williams was promoted to a Senior Civil Engineer within the Engineering Division. Dr. Williams currently serves as the Interim Director of Public of Public Works.

He is a member of the American Society of Civil Engineers, Mississippi Engineering Society, and the American Publics Works Association. His most recent accomplishment at the City of Jackson was the awarding of a Mississippi Emergency Management Agency (MEMA) Grant totaling 2.4 million dollars for drainage improvements to Lynch Creek. He also helped coordinate a memorandum of understanding between various federal, state, and local government organizations to rehabilitate the Mill Street Bridge on Woodrow Wilson Avenue combining resources from all agencies in an amount of $4 million dollars. Dr. Williams has managed various engineering awarded grants, bonds, and other external funding opportunities totaling over 50 million dollars during his twelve year tenure at the City of Jackson. One of his most current duties is helping the City of Jackson stay in compliance with a 400 million dollar federal mandated consent decree for sanitary sewer violations.

In addition he is also helping the City of Jackson develop an infrastructure master plan to improve the City of Jackson’s aging infrastructure. Dr. Williams’ is a distinguished graduate of the University of Mississippi (B.S.C.E., 1996), Mississippi State University (M.S.C.E., 2000), Belhaven University (MBA, 2003), and the University of Alabama (Ph.D, Civil Engineering, 2013). He is a member of Chi Epsilon Engineering Honor Society, and the author of two published engineering articles.

The mission of the Public Works Department is to maintain and enhance our capital city’s infrastructure with dependable, professional and dedicated employees who are committed to excellence. These functions are carried out through the department’s various divisions which include: engineering, facility management, infrastructure management, solid waste, water and sewer and vehicle maintenance.
