Several volunteer employees in the Planning and Development are assigned to lead any person who is doing business with the City through the entire process, and to their satisfaction. BEAT is not only to facilitate the internal assistance for the City’s process, but also to provide collaborative and educational outreach to assist the start-up and growth of entrepreneurship. BEAT was created by the Department of Planning and Development to form partnerships and networks of investors to help fund start-up cost for small businesses, develop community outreach projects for entrepreneur education, and facilitate the growth of new ventures.
