RULES AND OPERATING PROCEDURES
MISSION STATEMENT
The purpose of the City of Jackson’s Public, Education and Government Network (PEG) is to promote the free exchange of diverse ideas, enable Jackson’s residents to exercise their First Amendment right to free speech, and encourage local citizens to express their interests and opinions. These goals are achieved by providing production facilities, technical assistance, and media training to any local individual, group, or organization who wishes to develop television programming. At the PEG manager’s discretion, partnerships may be established allowing private entities (educational organizations, community service providers, etc.) to utilize studio space if that use poses no conflict with scheduled PEG activities.

The CATV Advisory Board
One member is appointed from each of Jackson’s seven (7) wards to serve PEG in an advisory capacity. The Board meets periodically as needed to make recommendations to the PEG Administrator, to hear appeals if a PEG user’s privileges are denied, or to resolve differences of opinions regarding any program(s) deemed non-complaint with Federal Communication Commission (FCC) regulations and/or State Law. Reviews all proposed policy revisions; approves revised policies or suggests further revisions to the City of Jackson’s PEG Administrator.
DEFINITIONS & CERTIFICATION GUIDELINES
PEG Public Access Producers
PEG Public Access Producers are Jackson residents who have completed basic PEG training for media production. Upon successful completion of training, residents become certified to use PEG equipment and facilities. Minor residents (under the age of 18) with written parental consent may become certified to co-produce programs under the supervision of a certified adult producer who will serve as their sponsor and accept legal responsibility for the minor. Persons who currently work in commercial television or have previous training in commercial television may become certified as PEG Public Access Producers via the following steps:
1. Schedule a meeting with PEG’s Manager. Bring a sample of previous work (demo tapes, resumes, program proposals and any other supporting materials).
2. Attend an orientation meeting on PEG’s rules and procedures.
3. Serve as a crewmember on six (6) Public Access productions.
Public Access experience from another jurisdiction is not transferable.
Individuals will be notifies of exam results within 48 hours of completing their exam.
Any person who fails the exam will be required to take basic PEG training.
Residency Requirements
A "Jackson Resident" is defined herein as any person whose legal residence is within the jurisdictional boundaries of the City of Jackson, or any organization that is domiciled within (or maintains an office within) Jackson’s jurisdictional boundaries. PROOF OF RESIDENCY WILL BE REQUIRED PRIOR TO CERTIFICATION. To be considered a Jackson resident, the applicant must provide each of the following forms of documentation:

? Current month’s utility bill (in your name) or voter registration card
? A copy of the lease for your current residence (in your name)
Not-for-profit organizations may submit proof of residency in the form of a letter on the organization’s letterhead stating the name(s) of the person(s) authorized to represent that organization and proof of non-profit status. A current phone number must be maintained on file. An e-mail address and/or alternate phone numbers are also preferred, when available.
Certified PEG Public Access Producers and candidates for certification are required to notify PEG of any change in their address and/or phone number within (30) days of making such a change.
PEG Crew Members
Crew members provide logistical support and assistance to PEG Public Access Producers while in production. The following persons may serve as PEG crew members:

? Registered Community Volunteers committed to six (6) hours per week
? PEG Public Access Interns (College Practicum Students receiving credit for a college course
? Candidates for PEG Public Access Producer (person serving as crew members to fulfill the requirements for Producer certification)
When a community volunteer, intern, or candidate fulfils his/her commitment, establishes their technical proficiency in basic media production, and demonstrate their knowledge of PEG rules and operating procedures, he/she may be certified by the Manager and will then become eligible to produce his/her own program as a PEG Producer.
Talent
Anyone who appears before the camera as an interviewee, performer, narrator, actor, etc., is considered talent.
Guests
Guests are not Producers, crew members or talent. Visitors, prospective producers or audience members for a studio production are considered guests. Any guest who visits the studio facility with a PEG Public Access Producer is the responsibility of that producer for as long as the guest is in the facility.
GENERAL RULES
1. The Public Access studio areas, portable equipment and PEG Public Access channel programming time are available on a first- come, first- served
basis to any person group, organization or institution residing or located within the jurisdictional limits of the city of Jackson as set forth by the franchise agreement between the City of Jackson and Comcast.
2. Anyone using PEG equipment must be certified to operate the equipment. Three certification classes (spring, summer and fall) will be held annually. The goral of the classes is to provide participants with thirty hours of instructional and hands-on training. Producer-candidates will be required to attend six (6) classes. During a period of six three hour mornings or evening sessions, producer candidates will be instructed in basic Media Production Theory, Studio Production, Location Production and Editing. Producer candidates will also undergo orientation regarding PEG’s programming philosophy, rules and operating procedures, and Public Access agreements. Certification will be based on the Production Supervisor‘s evaluation of the candidate’s knowledge, skill and aptitude demonstrated during the six week instruction period, followed by the candidate’s completion of required volunteer work on six PEG Public Access Productions.
3. Producers are responsible for completing their own programs. PEG staff is available to guide PEG users through tape preparation on initial productions. As the number and skill of community volunteers and interns increase, PEG Public Access Producers should have enough logistical support for their respective productions. Producers who continually require further remedial training will be asked to work with a mentor or ask a community volunteer or intern to help him/her with this extensive training. PEG Staff will direct producers to an appropriate mentor, volunteer or intern. As an alternative, staff may suggest that the producer repeat one or more certification training sessions. However, such referrals should only be made after mentor or staff options have been exhausted.
4. All programs produced using PEG equipment and facilities must be broadcast on one of the PEG channels.
5. PEG is non-commercial in nature. As such, the PEG Public Access facility may not be used for commercial purposes.
Commercial use is defined as:
•Use designed to promote the sale of merchandise, products or services, or intended to generate profit for a private company or businessperson
•Use which contains material identifying any product, service, trademark, or brand name manner related to the commercial of such a product, service, trademark, or brand name
•Any programming for which the producer, his company, or organization receives a fee from any third party. Any PEG producer found to be using PEG Public Access equipment for commercial use, or for personal use on a program or project not destined for air, will have his/her user privileges revoked.
6. Upon completion of training and/or certification, PEG Public Access Producers must sign the Public Access Agreement with the signed original to be kept on file. Community Volunteers and Interns will also be required to execute an agreement. Producers under the age of 18 must have a parent or guardian co-sign the agreement, indicating that the adult co-signee will be financially responsible for any equipment that is damaged or lost while in the last minor’s care.
7. Anyone who produces programming using PEG Public Access facilities and equipment retains ownership of the copyright of that programming. However, unlimited broadcast rights to any program produced using PEG Public Access equipment are automatically assigned to PEG without charge. The producer may show the program on another cable, satellite, or broadcast system if PEG has broadcast the program at least one time PRIOR TO AIRING ON OTHER STATIONS. These additional showings must not be for commercial purposes unless the producer first pays the fees listed in " The Rate Schedule".
8. PEG does not make any claim other than broadcast rights to any program produced by volunteers with PEG equipment. PEG may not sell the program. Additionally, the PEG Public Access producer may not sell the program without paying for equipment and studio usage.
9. An access user may identify himself or herself as a "Community Producer" but NOT as a representative of PEG of the City of Jackson. Violation of this rule will subject the user to immediate forfeiture of all PEG Access privileges.
ADMINISTRATIVE POLICIES AND PROCEDURES
1. All PEG staff can be reached at 601-960-2527. All scheduling of studio time, editing facilities, field equipment use, broadcast time and certification training sessions must be requested through and coordinated by PEG Staff.
2. Production Scheduling: All reservations for studio time, editing facilities and field equipment will be accepted on a first-come, first-served basis. Producers may schedule studio time up to four (4) weeks in advance; editing facilities and field equipment may be reserved up to three (3) weeks in advance. New time is available on a daily basis.
3. Studio Time: Producers may reserve and use up to three (3) hours of studio time per week. Request for studio time may be entered in the schedule book by PEG Staff only.
4. Edit Time: Producers may reserve and use up to four (4) hours of edit time per week. Request for edit time may be entered in the schedule book by PEG staff only.
5. Reserving Studio Time, Edit Time and Field Equipment: The system for reserving PEG Public Access studio time, editing facilities, and field equipment is as follows:
Reservations will be entered in one of the three books labeled STUDIO TIME, EDIT TIME AND FIELD EQUIPMENT.
In the STUDIO TIME book a divider labeled "TODAY" will mark the current day’s page. Another divider labeled "4TH WEEK" will be set four (4) weeks later. The dividers will be moved forward accordingly to reflect each new calendar day.
In the "EDIT TIME" and "FIELD EQUIPMENT" books, a divider labeled "TODAY" will be set at the current day’s page. Another divider labeled "3RD WEEK" will be set three (3) weeks later. The dividers will be moved forward accordingly to reflect each new calendar day.
ONLY PEG STAFF ARE ALLOWED TO ENTER RESERVATIONS IN THESE BOOKS.
6. Field Equipment: Producers may keep field equipment for a twenty-four (24) hour period a week. Portable cameras will be identified by type, and reservations will be made for a specific type of camera.
7. Studio Hours: PEG Public Access studio, editing and equipment checkout hours are:

The six (6) week Basic Television Production Classes will be held Saturdays 12NOON – 2PM.
8. Holidays: The PEG Studio Complex is closed on holidays. Advance notice of closing will be posted at least a week in advance.

The normal broadcast schedule will be in effect during all holiday periods.
9. Upon completion of training or other demonstration of competency, a non-transferable certificate will be issued permitting the holder to use PEG Public Access field equipment and/or studio facilities. A PEG Public Access Producer or crew Member who has not used the equipment or facilities for one year or more must demonstrate their proficiency or attend a re-certification class before he/she will be permitted to use the PEG Public Access equipment or facilities.
10. Equipment check-in/check-out MUST be completed by closing time. Please allow at least fifteen (15) minutes to clean up and put equipment and props in order for the next Producer. Absolutely no food or beverages will be allowed in the studio.
11. In consideration of other PEG users, producers who wish to cancel a reservation for PEG equipment or facilities use are asked to notify PEG of the cancellation at least twenty four (24) hours in advance. Exceptions may be granted at the discretion of PEG staff in case of genuine, infrequent emergencies.
12. Reservations for equipment/facilities must be used by the person making the reservation, and are not transferable. The PEG Public Access Producer making an equipment reservation must be present at check-out and check-in. A proxy or substitute will not be allowed to pick up equipment. The PEG Public Access producer making a facility reservation must be present during the production session. If the registered producer is not present, the session will be forfeited. If the registered producer leaves the PEG facility, the session will be considered terminated during the scheduled time.
13. If a producer is more than one half (1/2) hour late for a facilities or equipment reservation, PEG Staff will give the reserved equipment and/or facility time to any waiting producer on a first-come, first-served basis. PEG Staff will keep a list of producers requesting equipment or editing/studio time in the event of cancellations. Any producers who are consistently late, repeatedly fails to honor their reservations or neglects to give twenty-four (24) hours notice prior to cancelling their reservations will forfeit their rights to reserve PEG facilities or equipment in advance. In such instances, the producer would be instructed to call during the first two (2) hours of PEG’s Business Operations daily to be placed on the waiting list for the requested equipment for that day only.
14. Producers who continually utilize PEG equipment to shoot video but do not submit a finished product within a reasonable amount of time (as defined by the PEG Manager) will have their privileges temporarily suspended until an acceptable action plan is presented for the completion of a finished program.
15. In order to maximize use of the facilities, producers who consistently use less studio or editing time than they reserve will be limited accordingly in the amount of time that they are permitted to reserve.
16. PEG Public Access operated on a seasonal basis. Each season consist of thirteen (13) weeks, followed by a two (2) week Seasonal Shut-Down. PEG staff uses the Seasonal Shut-Down to maintain equipment, conduct inventory, update files and prepare for the upcoming thirteen (13) week season. No studio productions or editing sessions are permitted during the Seasonal Shut-Down, however, Producers may check out field equipment and/or schedule studio and editing time for the upcoming season. PEG broadcasting continues uninterrupted during the Seasonal Shut-Down, and producers are encouraged to repeat their favorite programs from a previous broadcast season during this time.
17. PEG Staff members will notify producers and reschedule equipment or facility use when unanticipated equipment repair is necessary.
18. Producers are responsible for any props and/or sets that they bring into the PEG facility. Any and all items brought into the studio complex for a production must be removed at the end of that session. Limited storage facilities will be provided upon request.
19. All Producers must provide his/her own tapes for production.
20. All Producers must sign in upon arrival at the PEG Studio Complex and sign out upon departure.
21. PEG staff has the right to suspend or revoke the privileges of any Producer for violation of the PEG Public Access and Program Content Rules or for abuse of
the policies and procedures detailed herein. Anyone whose privileges have been suspended may appeal the suspension using the process described under SECTION M (DENIAL OF PRIVILEGES/APPEALS).
EQUIPMENT CHECK-IN/CHECK-OUT
1. Producers may check out portable equipment for one (1) twenty-four (24) hour period per week. Equipment may also be checked out over a weekend or holiday on a first-come, first-served basis.
2. To check out equipment, a PEG Public Access Producer must complete and sign a "Portable Equipment Request" form. This should be done well in advance of the event you wish to videotape. Only the registered PEG Public Access Producer may check out or pick up PEG Public Access equipment. No proxies or substitutes.
3. There are no geographic restrictions as to where the equipment can be used. However, notification must be given to the PEG staff in writing in advance if the equipment will be shipped via public transportation.
4. Equipment MUST be returned on the date and at the time specified. Failure to do so may prevent others from meeting their production deadlines. Producers who fail to return equipment on time will be charged a late fee of five dollars ($5) per hour for each additional hour beyond their scheduled check-in time until the equipment is returned. A Producer who has been assessed a late fee will be allowed to continue using the facilities as long as he/she is making sincere effort to eradicate the fee, but may be restricted from the use of additional location equipment until the debt is eliminated. If the late fee is not paid in full within thirty (30) days of the assessment, the Producer’s privileges will be suspended.
5. Equipment must be transferred from one Producer to another in the field on weekends and holidays. All field transfers must be approved by PEG staff, and the appropriate paperwork must be completed and filed in advance.
6. Producers are responsible for (1) inspecting portable, studio, and editing equipment when they use it, and (2) reporting any observed malfunction or damage to PEG staff immediately. Damage or serious operational malfunctions which occur in the field must be reported to PEG staff immediately by telephone.
7. The PEG Network expects normal wear and tear on equipment. However, if equipment is lost or seriously damaged due to negligence, the responsible Producer will have privileges suspended until restitution for the damage is made.
PROGRAM CONTENT
1. Neither the City of Jackson nor PEG Staff exercises any control over content in programming; however, Producers must comply with local, state, and federal laws. PEG staff may also inform Producers that their program content carries certain liabilities. In addition, all programming submitted for broadcast must contain local provider and a means of local contact (see "Technical Standards"). The City of Jackson and PEG Network assume no liability for program content.
2. Presentation of the following material on the PEG Network is prohibited:
A. Any material which is intended to defraud the viewers or is designed to obtain any money by false or fraudulent pretenses, representations, or promises.
B. Direct or indirect solicitation of funds, excluding public service announcements or the announcement of a third-party fund raiser during a talk show.
C. Any advertisement of (or information concerning) any lottery, gift enterprise, or similar scheme offering prizes dependent, in whole or in part, upon lot or chance; or any list of the prizes drawn or awarded by means of such lottery, gift enterprise or scheme, whether said list contains any part or all of such prizes.
D. Libelous or slanderous material.
E. Material that incites or entices viewers to commit an unlawful act.
3. Regarding political programs, the following are encouraged:
A. Political presentations which are informative in nature, such as candidate forums.
B. Presentations which describe a person’s or organization’s point of view on a given issue.
4. The following activities are prohibited:
A. Any advertising by, or on behalf of, candidates for public office, political parties or ballot issue. This includes advertising, promoting (or opposing) candidates or ballot issues by supporting groups or lobbying organizations. This also includes any political advertising by, or on behalf of, candidates for public office, political parties or ballot issues produced originally for commercial broadcast.
B. Any program which presents candidates for public office, or spokesperson for political parties or ballot issues, within thirty (30) days before an election, except for forums to which all parties concerned have been invited, or public meetings in which one or more spokesperson participate.
SERIES PROGRAMMING
1. A series is any set of programs with a unifying element, theme, or title or any set of programs for which a Producer seeks a regular time slot.
2. Individual Producers and/or organizations are limited to one series. Series and Special Producers are required to submit the following documentation:
A. Documentation verifying the Produce’s address
B. Brief program description, summary or proposal
C. Agreement and Indemnification form
D. Series application form
3. Programs should be thirty (30) or sixty (60) minutes in length. Longer programs such as concerts or sporting events may be considered for broadcast, but must me formatted in thirty (30) minute segments.
4. Series Producers may also choose to have their programs aired on a weekly, bi-weekly or monthly basis:
•Weekly Series
Producer commits to produce thirteen (13) programs, with a new episode for each week of the season. Failure to provide four (4) programs during a thirteen (13) week season, or three (3) times in a row, will result in the loss of all time slots for that program. The Producer assumes full responsibility for completing and turning in his/her programs on schedule.
Alternative Option: A producer may turn in seven (7) shows at the beginning of each thirteen (13) week season and six (6) shows on the seventh week of the season.
•Bi-Weekly Series
Producer commits to produce seven (7) programs to run for seven (7) weeks and then repeating six (6) shows, or produce a new program every two (2) weeks within a thirteen (13) week season. In either case, there is only one time slot per week and the repeat may be aired the following week of the season. Failure to provide three (3) programs during a thirteen (13) week season, or two (2) times in a row, will result in the loss of all time slots for that program. The producer assumes full responsibility for completing and turning in his/her programs on schedule.
Alternative Option: A Producer may turn in four (4) shows at the beginning of each thirteen (13) week season and three (3) shows on the seventh week of the season.
•Monthly Series
Producer commits to produce a new program every four (4) weeks within a thirteen (13) week season. Failure to provide to (2) programs during a thirteen (13) week season will result in the loss of all time slots for that program. The Producer assumes full responsibility for completing and turning in his/her programs on schedule.
Alternative Option: A Producer may turn in two 2) shows at the beginning of each thirteen (13) week season and two (2) shows on the seventh week of the season.
SINGLE OR SPECIAL PROGRAMS
1. Single programs or special programs will be scheduled on a first-come, first-served basis only upon presentation of a complete program tape, except for a program in which timelines is a factor (e.g., a news program). In the case of such an exception, any Producer who fails to complete and turn in the program (s) as scheduled will forfeit the privilege of being granted similar exceptions in the future.
2. Single or special programs may air two times in any 12-week season, only one of which may be in a prime time slot.
3. An episode of a regular series program which has been renamed or otherwise altered in an effort to gain additional airtime will not be considered for broadcast as a single or special program.
BROADCAST SCHEDULNG/PROGRAM SUBMISSION
1. A program is considered a unique project in content. In order to be considered unique, a program must contain at least 60% new material. Limited use of highlights or segments from previously broadcast programs is allowed. PEG Staff may determine whether a program is new or a repeat.
2. The broadcast day is divided into three day parts. "Day Time" refers to programs aired between the hours of 7:00 AM and 6:00 PM. "Prime Time" refers to programs aired between the hours of 6:00 PM and 11:00 PM. "Overnight" refers to programs aired between the hours of 11:00 PM and 7:00 AM.
3. PEG Public Access will implement a new "PROGRAM SCHEDULING REQUEST" form that will function as a label (see Attachment 3). Producers will place the form on the outside of their tape box. This form must be filled out correctly as it will be placed in a file for each Producer. Any tape submitted without the form will not be broadcast.
4. The new "PEG Program Scheduling Books" will be in a basic program log form. Any questions regarding the Program Schedule Book must be addressed to the PEG Administrator.
5. Tapes are due as follows:
A. A program tape and its completed "PROGRAM SCHEDULING REQUEST" form must be submitted no later than 1:00 PM, two (2) days before its scheduled broadcast.
B. A program which is a segment is a series with urgent time value and its completed "PROGRAM SCHEDULING REQUEST" form must be turned in no later than 1:00 PM the day before its first scheduled airing.
C. Exceptions:
1) When a deadline falls on a Saturday or Sunday, the program must be turned in no later than 1:00 PM on Friday of that same week.
2) When a deadline falls on a holiday, the deadline shall be 1:00 PM on the last business day before the holiday.
6. PEG reserves the right to preempt any Public Access program for an emergency broadcast (as determined by PEG Administrator) or to perform equipment repairs or maintenance as needed. Any program which is preempted due to an equipment malfunction will be rescheduled at the earliest available time.
7. PEG Public Access Producers may store up to seven (7) videotapes in the tape library for future broadcasting. PEG Staff will take appropriate precautions to ensure the safety of the videotapes at all times. In the unlikely event of loss, theft, damage, or destruction of any videotape (s), PEG’s sole liability will be the cost of replacing the videotape.
8. Videotape or other items not owned by PEG will be considered abandoned if left in the facility and not used or claimed by the owner within a forty-five (45) day period. Notice of intent to dispose of abandoned tapes will be posted on the bulletin board at least ten (10) days before PEG discards or recycles the tapes.
TECHNICAL STANDARDS FOR PEG PUBLIC ACCESS PROGRAMMING
1. To facilitate the scheduling and broadcasting of programming produced through the PEG Network facilities, all such programs should adhere to the following standards. PEG Staff is available to guide users through tape preparation on initial productions.

"PROGRAMMING ON THIS CHANNEL IS PRESENTED BY THE RESIDENTS OF THE CITY OF JACKSON. THE PRODUCER IS SOLELY RESPONSIBLE FOR ITS CONTENT ANDD NOT THE CITY OF JACKSON. YOU MAY CONTACT THE PRODUCER OF THIS PROGRAM BY WRITING:

2. PEG Public Access Network reserves the right to refuse to allow playback of programs that contain the following unacceptable technical specifications:
A. Video level shall not be less than 60 IRE or greater than 100 IRE.
B. Pedestal level should not be greater than 10 IRE or less than 0 IRE.
C. Distortion, instability or inability to play caused by tape failure or breakage.
D. Chronic irreconcilable disparity of audio and/or video levels between segments or takes (greater than 10db audio or 35 IRE video).
E. Hum or buzz level of 30db or more when audio peaks are adjusted for playback at 0db for periods longer than one minute.
Distortion making audio portion of the program impossible to distinguish due to over-modulation or improper recording.
F. Multiple generations or bad dubs resulting in visually unacceptable distortion in the sync area or chroma shifts greater than 20 degrees in segments longer than one minute.
G. Vertical roll and other sync instabilities for a period of more than two minutes (accumulated)
H. Complete loss of control track or sync on more than one occasion for a sustained period of 7 seconds
I. Video noise level too high to clearly see image or video signal to noise level of 40db or less
3. Tapes MUST have the PROGRAM SCHEDULING REQUEST form on the outside case and inside tape label.
4. To ensure continued and uninterrupted service of PEG production and playback videotape machines, Producers are strongly encouraged to use SVHS tape for their field productions. However, if a Producer must use standard VHS tape, only the following brands are acceptable:
Sony
3M/Scotch
JVC
Maxell
Ampex
BASF
Fuji
TDK
Producers are further encouraged to use the "professional" or "industrial" grade tape available from each of these manufacturers. In addition, Producers are expected to retire specific tapes that become dirty, damaged, or aged. Tapes showing obvious signs of age or wear will be rejected.
ON-SITE BEHAVIOR
Violation of these rules will result in immediate expulsion from the PEG Studio Complex:
1. No possession or use of any illegal substance and/or weapons
2. No one will be allowed to operate equipment or spend time in the City of Jackson’s PEG Studio Complex while using or appearing to be under the influence of alcohol or drugs.
3. All on-site behavior should be governed by the knowledge that PEG Public Access is a function of a democratic society, and as such it is designed to serve a multiplicity of cultures and individuals. Any behavior which would result in the exclusion of individuals wishing to use the City of Jackson’s PEG Studio Complex facility will not be permitted.
4. At the completion of a production, it is the Producer’s responsibility to make sure that all areas are straightened up (i.e. all waste material in the studio, control room, and lobby area should be picked up and properly disposed of, cameras, microphones and other equipment should be securely stored; etc.)
5. Absolutely no smoking, food or liquid in allowed in the complex. The only exception is waste for talent.
6. Any groups or individuals not correctly securing lighting unit will lose access privileges.
7. Children under age eighteen (18) are not permitted inside the PEG Studio Complex Facilities unless they are bonafide guests on the program being produced, certified crew members, or accompanied by an adult.
DENIAL OF PRIVILEGES/APPEALS
1. Any group or individual who fails to adhere to the rules and operational procedures established herein will receive a verbal warning in response to the first infraction. The second infraction of any stated rule or procedure by the same individual or group will result in a written warning. Continued or persistent violation of PEG rules and procedures will result in the suspension
of the responsible party’s access privileges for a minimum period of two months. The suspension may be appealed in writing as outlines below.
2. If at any time a producer feels that he/she has received unfair treatment by PEG Staff, or if there is a disagreement in regard to the enforcement of any of the rules or operating procedures contained herein, the Producer has the right to appeal in writing to the Advisory Board. The next step in the appeals process is to submit a written appeal to the PEG Manager. Producers are expected to follow each step of the appeal process in the sequence listed.
3. If a Producer disagrees with any decision by PEG Staff relating to quality or program content, he/she may utilize the appeals process outlined in Section 2.
