Director of Innovation and Performance

Justin C. Bruce currently serves as the Director of Innovation and Performance for the City of Jackson. He is an innovative, creative leader born and raised in the Jackson metro area of Mississippi. In 2015, Mr. Bruce was honored nationally as a Next Generation Leader. Mr. Bruce is considered a visionary strategist, performance manager, motivator, and progressive leader by his peers in the innovation community both locally and nationally. He has previously held positions as the senior strategist and executive writer for the City of Jackson Mayor’s Office.

The Office of Innovation and Performance (OIP) was developed in August 2015 and charged with driving meaningful progress and tangible results on the Administration’s top priorities in partnership with City operating departments and external partners. The office uses data and evidence to build a culture conducive for developing best practices, systemic policies, and improving the City’s service to its citizens.

The Office of Innovation and Performance has been recognized nationally as a leader in data-driven philosophy.  To date, the City has made numerous achievements in its fight to become more efficient, effective, and transparent. Highlights of those accomplishments are below:

  • Launched Open Data Program to foster transparency and accountability
    • Developed Data Governance Plan
    • Enacted an Executive Order – the first-ever open data policy in MS
    • Completed Data Inventory of All City Departments
    • Launched an Open Data site
  • Implemented a Performance Management program to improve efficiency
    • Created and developed goals and metrics with every department
    • Updated departmental matrices for goal tracking
    • Scheduled and Convened JackStat Meetings Bi-weekly (performance management meetings with the Mayor and departmental staff)
    • Developed a public dashboard to track progress on the City's key goals
