The Neighbor's First Lot Program

The Neighbors First Program will address the problem of blight and revitalizing underutilized residential properties zoned R-1 and R-2 in the City of Jackson and provide a procedure and policy to return such property within said neighborhoods into tax generating valued assets. The program allows the City of Jackson to transfer City-owned lots for a designated amount. This program is limited to residential properties located in wards 1, 2, 3, 4, 5, 6 and 7. The program is limited to City of Jackson homeowners only. Preference for receipt of the property will be given to persons who 1) is a homeowner closes in proximity, 2) is a homeowner on the street, 3) own property within the community. Applicants must meet the eligibility requirements listed below to be considered and certain restrictions may apply. Please note no new applications are being accepted at this time as all eligible parcels are in the process of being conveyed to the submitting applicants.  To acquire additional parcels of land available for purchase please visit the Secretary of State website at for a list of their available tax forfeited lands you can purchase immediately at discounted prices.  

Basic Eligibility Requirements

  • Applicant must own property on the same block as the lot they would like to purchase. Must provide a deed with application
  • If applicant is a nonprofit organization, articles of incorporation and certificate of good standing from the State of Mississippi must be provided with application
  • Applicant must be current on all property taxes and free of obligations to the City including property taxes, water bills, misdemeanor fines and parking tickets
  • Lot must be City owned residential zoned R-1 and R-2 property, and must include a rehabilitation plan for maintenance of the property.
  • The Applicant must be able to maintain the lot in accordance with all local building, housing and zoning codes and ordinances
  • The Applicant might be asked to submit an Economic Disclosure Statement along with the application by surplus committee if questions arise during application process 


  1. Incomplete applications will not be processed
  2. Once the application has been approved by surplus committee, the City will work with the buyer to close the transaction
  3. The property will be transferred “AS IS”, via a Quit Claim Deed
  4. Lots will be sold in a first come, first serve manner of determined area with priority being:  proximity to parcel, adjoining the neighbor, on the block, or in the neighborhood  
  5. The City maintains the right to condition the transfer of the title on the buyer’s acceptance of certain deed restrictions. Restrictions may be included in the deed to ensure properties are maintained in an agreed upon way. If the buyer fails to maintain the property in an agreed upon way, the City may exercise its discretion and take title to the property back from the buyer via reverter clause.
  6. Failure to pay property taxes could result in a tax forfeiture

Preference Hierarchy

First category (adjacent homeowners):

  • Adjacent homeowner sharing at least 75% of a common boundary with the subject parcel as determined by surplus committee
  • Adjacent homeowner who agrees to combine the parcel where applicable 

Second category (other important neighborhood stakeholders):

  • If no adjacent homeowner applies (or if there is no adjacent homeowner), priority will be given to the following persons or entities, in this order:
    • Homeowner on the street, block or in the neighborhood
    • Neighborhood Association Organization or Community Land Trust that is actively involved in the neighborhood. Community Land Trust will need consent by the Neighborhood Association to acquire land through this program.
If none of the above-referenced parties applies for the properties within a hundred and eighty (180) days, the properties will be made available through the City of Jackson traditional surplus real estate means of disposal.


  • If no person from the First Category list applies for a property thirty days after receipt of notice of the same, then those persons and organizations in the Second Category list may submit a waiver to bypass the hundred and eighty day wait period, if said waiver has the signatures of all eligible applicants. Said waiver must be submitted as part of the application packet.
  • If there is no homeowner adjacent to a parcel that is for sale, then priority immediately drops to the Second category as listed.

Fee Structure

  1. The cost is $10 for vacant land without structures for homeowners who live on the same city block as the property.
  2. The cost is $50 for properties that have structures for homeowners who live on the same city block as the property.


Requirements Once Property Is Obtained

  • Upon receipt of the property, the successful applicant has 60 days to clean up the conveyed property in the manner described in their application.
  • The successful applicant then has two (2) years to complete the rehab and/or development plan for the property in the manner described in their application to obtain the property.
  • The successful applicant is required to pay, and shall not become delinquent on, all property taxes assessed on the property.
  • The successful applicant must obtain all insurance required by the laws of the State of Mississippi related to his/her ownership of the referenced property. Reverter  is  triggered  by  ownership  changes  within  2  years,  a  failure  of  the community improvement random inspection, violation of city ordinance, 311 valid complaints and municipality or city council recommendation.
