Marshand Crisler
Deputy Chief Administrative Officer 


Marshand Crisler is a native of Greenville, MS, and lifelong resident of Jackson, Mississippi. He attended Provine High School where he graduated in the top 15% of his class in 1986. Crisler served 21 years in the United States Armed Services, as a Marine, Soldier and Airman. He is a highly decorated war veteran as a result of his service in two combat tours in Irag; the Persian Gulf War and Operation Iraqi Freedom.


In 2008, Crisler retired from the US Air Force as a Major. His other careers include 17 years as a Hinds County Deputy Sheriff, two (4 year) terms as a Jackson City Council member, over 10 years as an adjunct professor at both Jackson State University and Belhaven University. He has served as the District Director of Adult Education and Dropout Recovery at Hinds Community College over the last five years. Recently, Mr. Crisler accepted an appointment with the City of Jackson as the Deputy Chief Administrative Officer (Commissioner) of Public Safety.

Mr. Crisler holds several degrees to include an Associate in Applied Science degree from Hinds Community College, a Bachelor of Science and a Master of Public Policy & Administration degrees from Jackson State University. He is currently in the dissertation phase of earning a Ph.D. in Urban & Regional Planning at Jackson State University. Crisler is very active in his church, New Jerusalem Church (Pastor Dwayne K. Pickett, Sr.), where he serves as a deacon. 

He is also active in numerous civic organizations, such as being a board member for the following organizations: Willowood Developmental Center, Community in Schools (CIS), Dropout Recovery Advisory Board, 100 Black Men, Inc., and State Executive Committee for the Mississippi Democratic Party; just to name a few. Crisler has been married to his high school sweetheart for the last 26 years, the former Ms. Charlotte Nichols; they have three wonderful children, all products of Jackson Public Schools; Rashaad (a 2004 graduate of Forest Hill HS and a 2011 graduate of JSU), Dominique (a 2007 graduate of Winfield HS and currently attending Hinds CC), and Marshea (currently attending JPS).

Marshand now serves the City of Jackson as the Deputy CAO - Commissioner of Public Safety.  This division includes police, fire, and emergency management.
