LaSeine T. Hilliard
Deputy CAO of External Funding

LaSeine T. Hilliard is the Deputy CAO of External Funding for the City of Jackson.  She has 15 years of experience in Public Administration, including 12 years of direct experience in External Funding. Prior to leaving the City in 2006, Ms. Hilliard assisted in generating over 49 million dollars in grant awards for various programs and services implemented by the City of Jackson.   

In April 2006, Ms. Hilliard was hired as the Project Director for the Mississippi Individual Development Account Program (MIDAP) and then promoted to Executive Director in 2007 where she transitioned the program to an established non-profit organization, the Mississippi Asset Building Coalition (MsABC) -- A network of organizations working to raise awareness of Individual Development Accounts (IDAs) and to increase asset building opportunities statewide.  On behalf of MsABC, Ms. Hilliard submitted draft IDA legislation to the Mississippi State Legislature for enactment during the 2009 session to fund participant savings match to organizations implementing IDA programs in the State.  

Ms. Hilliard returned to the City of Jackson in January of 2010 as the Director of the Mayor’s Youth Initiative where she provided oversight of prevention and intervention programs for young people, including the Mayor’s Youth Council.  In 2011, Ms. Hilliard was promoted to Deputy Chief Administrative Officer of External Funding and since that time she has assisted the City of Jackson in securing over 23 million dollars, and counting, in grant awards.

Ms. Hilliard has a Masters degree in Public Policy and Public Administration from Jackson State University in Jackson, Mississippi and a Bachelor’s degree in Marketing from Southern University in Baton Rouge, Louisiana.  

Department Description

The Mayor's Grant Writer and External Funding Officer is responsible for securing external funding for the City via federal, state, and private grants. The purpose of the office is to cultivate and develop external partnerships and business opportunities for the City that will provide it with additional resources benefitting its social and economic development.
