Chief Administrative Officer
The Chief Administrative Officer (CAO) for the City of Jackson is appointed by the Mayor and confirmed by the City Council. The CAO carries out policy and manages the daily operations of City government. The CAO serves as a liaison with City departments and with other governmental agencies receiving funding from the City. The primary purpose of the Office of the CAO is to assist in the delivery of quality services to the citizens of the City of Jackson. 

Synarus D. Green serves as the Chief Administrative Officer.  Mr. Green is a graduate Jackson State University where he received his Bachelor of Science degree in Criminal Justice, and later a Master of Science degree in Education. Mr. Green received further education and training at the University of Southern Mississippi’s Federal Community Oriented Policing Services (COPS) Program at Camp Shelby, Mississippi. There he graduated at the top of his class with honors. He also received other specialized training with the US Air Force - Air Command & Staff College (2011) and the John C. Stennis’ Public Service Emerging Leaders Program (2012).    

Mr. Green has worked with the Office of the Mississippi Attorney General, the Mississippi Department of Wildlife, Fisheries and Park and the Mississippi Division of Medicaid. A certified officer, Green was placed with the Hattiesburg Police Department where he attained the rank of Sargeant. There he served extensively and in various capacities as a patrolman, detective and as the public information officer. Green also served as a field training officer, a negotiator with the Special Tactics And Rescue "STAR"/SWAT Team, and finally as a Unit Commander over the Ceremonial Honor Guard. 

In 2010, Green accepted a coveted position in Washington, D.C. with the U.S. House of Representatives as a Professional Staffer to the Committee on Homeland Security. He was later promoted to the position of Legislative Aide for U.S. Congressman Bennie G. Thompson where he served as advisor on key matters including Veteran Affairs, Small Businesses, Labor, Foreign Affair, Judiciary, Civil Rights, Postal Issues and Military/Defense. His responsibilities required him to work with elected officials on a local and state level. He also worked with other members of Congress and those within the Obama administration to develop and set legislative priorities.
