About Us:
The Department of Planning and Development is comprised of five offices: City Planning, Code Services, Economic Development, Transportation, and Housing and Community Development.

Our staff provides administrative and technical support to the following boards and commissions:

Blight Partner RFQ

This Request for Qualifications (“RFQ”) is being issued by the City of Jackson’s Office of Housing and Community Development (OHCD). The purpose of this notice is to solicit qualifications from agencies that have an interest and capacity to provide services as Blight Partner for the City of Jackson’s anticipated participation in the Mississippi Home Corporation’s Blight Elimination Program.

Impediments to Fair Housing Survey:


The City of Jackson is asking its residents to complete a short survey as part of a process to identify demographic, social, institutional, and cultural impediments that block equal access to fair housing.

The survey is available online through the link at https://www.research.net/r/2018MSFairHousingSurvey (English Version) or https://es.research.net/r/2018MSEquidaddeVivienda (Spanish Version) 

Hard copies are available at the City’s Office of Housing and Community Development and at any branches of the City of Jackson’s libraries.

Surveys will be accepted until further notice. If you’re completing a hard copy, turn your completed survey in at: Office of Housing and Community Development, Porter Bldg., 218 S. President Street, 2nd Floor, Jackson, MS, 39205.

Q - May I receive a digital copy of the RFP documents?

A - If you cannot download from the link here, we can send you a pdf copy of the RFP. Please email us at .

Q - Is there an estimated budget/cost?

A – Yes. Please refer to Chapter 8- Page 9 of the Downtown Jackson Market and Feasibility Report. 

Q - Is there an estimated start date for the work?

A - Yes!  Page 7 of the RFP has a proposed project timeline.

Q - Is there a cost to apply?

A – No. 

Q - Can I submit a proposal for specific portions of the RFP?

A –At this stage we are looking for a master developer who can manage the development of the entire site or lead a team of developers who can.  But there is an opportunity to team up with the Master Developer to look at certain portion(s) of the phased development.

Q - The city may consider leasing all or part of the properties. What are the proposed terms of the lease?

A – The terms of the lease will be negotiated with the Master Developer.

Consent Decree:

The City of Jackson entered into a Consent Decree to resolve a lawsuit alleging that the city violated the Fair Housing Act (FHA) and the Americans with Disabilities Act (ADA) by preventing people in recovery from alcohol and substance abuse from living in group homes in most residential areas.

Below is the Consent Decree between the United States and the City of Jackson, and a Notice to Potential Victims of Disability Discrimination by the City of Jackson.
