The Easter Flood of 1979

The Engineering Division administers the City of Jackson's Flood Damage Prevention Ordinance as part of the City's participation in the National Flood Insurance Program.

The Engineering Division provides the following information:
  • Flood threats caused by streams in Jackson
  • Restrictions and regulations that govern the use of floodplain from flood damage
  • How property owners can protect themselves from flood damage
  • Flood insurance from the National Flood Insurance Program (NFIP)
 
New FEMA Elevation Certificate
FEMA has released the new FEMA Elevation Certificate. The new form, which expires March 2012, has some minor changes. A list of those changes can be found on the FEMA website. All elevation certificates submitted to the City for new or substantially improved structures should be on the new FEMA form.

Preliminary Flood Maps
The Mississippi Department of Environmental Quality has released preliminary flood maps for the City of Jackson and Hinds County. The preliminary flood maps can be found at MDEQ's Flood Map Modernization website.

Forms
  • City of Jackson Floodplain Permit
    This form must be submitted to the Engineering Division before work begins on any project within the Special Flood Hazard Area.
  • FEMA Elevation Certificate with Instructions
    This form must be submitted to the Engineering Division after construction is finished on all new or substantially improved structures.
  • FEMA Floodproofing Certificate
    This form must be submitted to the Engineering Division twice as a part of any new or substantially improved non-residential structure that incorporates floodproofing materials: (1) before construction begins and (2) after construction has finished
  • FEMA Applications for Letter for Map Amendment or Revision
    • MT-1 - Application for Conditional and Final Letters of Map Amendment (CLOMA and LOMA) and Letters of Map Revision Based on Fill (LOMR-F)
    • MT-2 - Application for Conditional Letters of Map Revision (CLOMR) and Letters of Map Revision (LOMR)
 
FEMA Technical Bulletins
FEMA Technical Bulletins provide helpful information for building in Special Flood Hazard Areas.
  • 1-08- Openings in Foundation Walls and Walls of Enclosures (Revised)
    Provides guidance on NFIP regulations concerning the requirements for openings in foundations walls for buildings located in any A zone (including A and AE).
  • 2-08- Flood-Resistant Materials Requirements (Revised)
    Provides guidance on NFIP regulations concerning the use of flood-damage resistant construction materials for building components located below the flood protection level. Only non-residential structures can be floodproofed.
  • 3-93- Non-Residential Floodproofing Requirements and Certification
    Provides guidance on NFIP regulations concerning watertight construction and the required certification for floodproofed non-residential buildings whose lowest floors are below the base flood elevation. Only non-residential structures can be floodproofed.
  • 4-93- Elevator Installation
