The Enforcement Operations Division is comprised of Patrol Operations and Investigations. Patrol Operations consists of (4) Police Precincts, Traffic Enforcement, and Small Animal Control. Enforcement Operations is the "backbone" of the Police Department, answering over 19,945 calls for service per year. The Investigations Units are: Auto Theft, Burglary, Cease Fire, Warrants, Forgery/Fraud, Mobile Crime Lab, Narcotics, Vice, Pawn Shops, Robbery/Homicide, Sex Crimes and Youth Services.

Small Animal Control moved to its new location at 140 Outer Circle in September 2005. This state-of-the-art facility houses 68 dogs and 25 cats. The unit consists of a Manager, Supervisor, Animal Control Officers, Shelter Attendants, and a Secretary. The unit is also under the supervision of (1) Police Lieutenant.
