Coordinating site plan review and preliminary platting process
The development review process is a single-stop multi-departmental review and approval process for construction in the City and for preliminary plat review. The Site Plan Review Committee is comprised of the following persons: Zoning Administrator, Site Plan Coordinator, Drainage Engineer, Traffic Engineer, Building Plans Examinator, Water & Sewer Coordinator; Fire Marshall, Landscape Architect and the committee is advised by the Legal Department.
The Site Plan Review Process
All new construction and major reconstruction of commercial, industrial, institutional and multi-family requires site plan review as well as certain other uses that fall within the following categories:

Any structure in excess of forty-five (45) feet.

Public utilities facilities and structures

Any building to be used as a restaurant, nightclub, adult entertainment establishment

Multiple buildings or one site or campus buildings

Commercial communication towers
-
Any building to be used as a bank with drive-through windows

Any building to be used as a convenience type grocery story
-
Service station conversions
-
Modular commercial buildings
-
Produce Stands
-
Any use that has been approved by the City Council as a Use Permit
-
Any non-residential use located within a UV, NMU-1, UTC, CMU-1, C-4 and/or C1A zoning district.
Site Plan Review Application and drawings should be submitted to the Land Development Division located on the 2nd floor of the Warren Hood Building, 200 S. President St., Jackson, MS 39201. The Land Development and Public Works staffs have written a helpful Development Manual which is available on the 2nd floor, room 204 of the Hood Building.
The Site Plan review plan review package must include a complete application and the following civil plans:
Sheet 1: Survey of existing site and vicinity map (what is on the ground now?)
Sheet 2: Site Plan of proposed on-site and off-site improvements
Sheet 3: Landscaping Plan
Sheet 4: Utility Plan
Sheet 5: Erosion Control Plan
Sheet 6: Grading and Drainage Plan
Subdivision Development
Land which is to be subdivided into two or more smaller parcels or lots, the re-platting of land previously subdivided; and the dedication of any street or alley through any tract of land regardless of the amount of land involved is subject to the requirements of the Subdivision Ordinance and development related ordinances including the Zoning Ordinance
The regulations require an accurate drawing of the new property lines on a document called a plat. A plat is a map of a piece of land identifying the location and boundaries of street rights-of-way, individual lots or parcels, and other site information. The plat shows features such a lot lines, utility easements, setback lines, land dedicated for public use (e.g. streets and parks), ownership, and metes and bounds (boundary dimensions). If streets, sewers, and water lines need to be constructed, construction drawing of these improvements to the site are also required as a part of the subdivision process.
The subdivision process is a four-to-five step process:
Concept and/or Preliminary Plat Application
Construction Drawings submitted
As-built drawings and Final Plat submitted
City Council approves final plat and accepts dedication of public streets and facilities.

Concept plans or plats may be submitted for informal review by the Site Plan Review Committee at no charge. These should be drawn to scale and at least ten copies submitted. The plans can be reviewed at a regularly scheduled meeting or a meeting can be arranged.
Preliminary Plat Application and appropriate fee is filed with the Land Development Division. The plans are reviewed by the Site Plan Review Committee which may approve the plans as submitted or may ask for changes which will require a revised version of the Preliminary Plat to be submitted. After approval of the Preliminary Plat, the developer submits:
The Public Works Department reviews these documents and approves all construction before taking the final plat to the City Council for their approval. The final step is recording of the Plat at Hinds County Chancery Clerks office.
