The Transactional and Administrative Law Division provides legal advice and representation to the Mayor, Chief Administrative Officer, City Council, and City departments, as well as to other City agencies, boards and commissions; provides written legal opinions on questions of law connected with the interests of the City of Jackson to the Mayor, Chief Administrative Officer, City Council, and department heads; and attends all meetings of the Jackson City Council and meetings of the committees of the Council as needed.
 
The attorneys in this division are cross-trained to handle a variety of legal matters in the areas of real property, open meetings, open records, housing, bond and finance, ordinances, elections, federally-funded programs, construction law matters, environmental law matters, minority and women-owned business contracting, conflicts of interest and ethics matters, and matters relating to economic development and neighborhood revitalization.
 
Attorneys in this division are responsible for drafting all of the City's contracts and legal documents including, but not limited to, tax abatement and economic development agreements; construction, architectural, and engineering services contracts; interlocal cooperation agreements; and real estate documents.  They advise City staff on open records requests and prepare opinion requests to the Mississippi Attorney General.  They also prepare numerous legal opinions on a variety of issues ranging from civil service to competitive bid laws.
 
Attorneys in this division handle pension, deferred compensation, and employee benefit matters.  They also advise city staff on health benefits programs, life insurance, Section 125, Cafeteria Plan, general payroll tax administration, and employee benefit issues involving retired, terminated, or deceased employees.
